Pennsylvania's diesel tax rate of 74.1 cents per gallon is the highest among all 48 IFTA jurisdictions — significantly above California's 97.1¢ and nearly four times Texas's 20.0¢. The rate reflects PA's Oil Company Franchise Tax (OCFT), applied on top of the base state tax and adjusting based on wholesale diesel prices.
The clear fuel strategy: fill up completely in Delaware (22.0¢/gal) before running up I-95 or I-476 into PA. On a 150-gallon fill, that's $78 in IFTA savings. Maryland (36.8¢) is the second-best option from the south. West Virginia (35.7¢) is best for drivers entering from the west on I-68 or I-70.
I-76 (Pennsylvania Turnpike): Ohio border east through Pittsburgh, Philadelphia to NJ Turnpike. Primary east-west toll corridor and one of the busiest truck routes in the US.
I-81: Maryland border through Harrisburg, north to New York. Critical corridor for Southeast-Northeast freight connecting to I-78.
I-78: Allentown to New York — key final-mile route into the NYC metro area.
I-80: Ohio border east through Bloomsburg to New Jersey. Northern PA freight route bypassing turnpike tolls.
