New York's effective IFTA diesel rate of 46.1¢/gal (including petroleum business tax and motor fuel excise tax) makes it one of the most expensive states for fueling. New York City and the surrounding metro is the largest freight market in the US, but operating costs — from diesel to tolls to congestion — are the highest in the country. The NY Thruway system (I-87/I-90) charges significant truck tolls on top of high fuel taxes.

New Jersey at 42.1¢ is slightly cheaper for NYC metro drivers. Pennsylvania at 74.1¢ is dramatically worse for westbound I-84 or Southern Tier runs. Connecticut at 49.2¢ is slightly higher. Most drivers minimize fueling in New York and try to enter with full tanks from New Jersey (southbound I-95) or Vermont (22.0¢ lower than NY).
